Call for development impact evaluators! Hand in Hand Sweden is looking for an independent consultant to help us assess our results and measure our impact.

The Hand in Hand non-governmental organization and network aims to address poverty with grassroots entrepreneurship. Our long-term goal is to eradicate poverty in the communities where we work. Hand in Hand Sweden provides fundraising support to Partner Organizations (POs) and field operations in Zimbabwe, Eastern Africa, India and Cambodia. Hand in Hand Eastern Africa was established in 2010 and works to train groups of farmers and to link them to larger markets. While the sheer number of beneficiaries reached through our activities has exceeded expectations, the long – term impact of, and lessons learned from our activities needs to be evaluated, showcased and shared.

Objective and Scope
The objective of the Hand in Hand Sweden (HiH Sweden) impact evaluation is to assess the results of the activities that were implemented between 2014 – 2018. Phase 1 of the evaluation will use Kenya and the activities implemented there as a case study. This case will tell a story about how the organization has evolved, and will map the organization’s aggregated impact. Phase 2 of the evaluation will use India as a second case, to be carried out during quarter 4 of 2020.

The main questions to be posed are; 

What results have been achieved? What results were expected during this period?
To what extent are the results of the activities sustainable? To what degree has the organization’s activities led to positive day to day change?
To what extent, and in what way, have the results had an impact? 

The purpose of the evaluation is to assess to what extent our model of providing funds to Partners Organizations (POs) has been useful in helping to contribute to economic empowerment of women and youth, and to the improvement of household resilience and well- being. Specific activities to be assessed are:

1) setting up or strengthening existing local self-help groups,
2) carrying out relevant trainings and capacity building for group members,
3) enabling access to credit for group members, and
4) enabling market linkages for newly started businesses by group members.

The purpose is also to understand how the organization has evolved, and to learn lessons from the evolvement for future organizational development.

The evaluation methodology shall consist of:

  • Review of relevant documents (Hand in Hand EA will provide documentation prior to evaluation start)
  • Interviews and discussions, both via Skype and in person, with Hand in Hand Sweden and Hand in Hand Network and East
  • Africa managers and employees, target group members and beneficiaries, and other stakeholders as necessary.
  • Field visit to carry out the above.

OECD DAC evaluation definitions and criteria will be employed for the evaluation, as applicable. There will be a special focus on sustainability.

For example, the evaluation will assess sustainability by looking at:

  • The likelihood of long term benefits from the project
  • To what extent the benefits will continue in five years’ time
  • The level of project ownership, and
  • The readiness of local owners to build on project achievements in the future.

Expected Findings
The findings from this evaluation will inform Hand in Hand Sweden’s current five year strategy development work and ongoing program development. The findings will also provide useful input and lessons learned for our POs. It is expected that the evaluation product will be useful to recruit additional or repeat donors and as a communications and fundraising product.

Budget and time allotment
Twenty days are allotted for the evaluation, with the expectation that 5 days will be spent in the field. The evaluation shall be conducted between January – April 2020. The evaluation budget shall not exceed 200,000 SEK, including VAT.

Contractual arrangements and payment
This contract will be managed by the Hand in Hand Sweden. After acceptance of the final evaluation report, HiH Sweden will issue payment based on the receipt of an invoice from the evaluator. Travel costs will be covered and arranged by HiH Sweden, and shall not be included in the budget above.
